1: Does anyone have feedback on using it to transport a small dog?

Yes, it worked great for my yorkie. There’s nothing to attach her collar to, so we had to use a harness & feed the leash through the opening to hold her in. Works for us! Very cute & sturdy basket though.

2: How wide is the gap on the mounts?What are the black semi circular things for?

You should have gotten spacers that fill any gaps between the bracket and the handle bars.They just extra bracket to hold the bike handle.

3: What are the dimensions inside of the basket?

4: Is the basket somewhat rigid and does it have a solid bottom?

Yes, it has a rigid frame and the bottom is firm.
